The 48th Congressional District consists of Aliso Viejo, Costa Mesa, Fountain Valley, Huntington Beach, Laguna Beach, Laguna Niguel, Newport Beach (inc. Balboa Island & Corona del Mar), Seal Beach, the southern part of Garden Grove, the southern part of Midway City, the western part of Santa Ana and the southeastern part of Westminster.  The congressman representing this district is Harley Rouda.

Laura Oatman is the District Director for Congressman Harley Rouda. She is an Orange County native who received a Bachelors in Social Sciences from UC Irvine, and a Masters in Architecture from UCLA. She spent most of her career working for WATG architects in Newport Beach (now Irvine). During the 2009 recession, she and husband Homer started their own business, Oatman Architects, on the Balboa peninsula. After the election in 2016, Laura ran for Congress alongside Harley Rouda against 30+ year incumbent, Dana Rohrabacher.  She is now honored to serve the 719,486 residents of CA48 in her official capacity as Congressman Rouda’s District Director. Though new to working in public service, she has themes that have been consistent throughout her life – fighting for unity, for common ground and common sense, fighting for the underserved and the voiceless, and most importantly, fighting for a sustainable future for our children and grandchildren.  Laura has been married for 35 years to Homer, whom she met at UCLA architecture school. They have raised five amazing human beings together – Erik, Annalise, Dane, Scott & Brett,  including as well a constant stream of rescue dogs, cats and tortoises.

Retired since 2002 and living in Costa Mesa since 2009.  I took classes at film school at Scottsdale Community College in Arizona where I graduated with an A.A.S. degree in 2008.  Worked on three feature films, among them, as an assistant to the locations manager for "The Savages" in Arizona in 2006, as an office assistant for "Yesterday Was a Lie" in Glendale also in 2006 and as a production assistant for "Uncross the Stars" in 2007 in Arizona.  I also volunteered for film festivals since 2010 for Newport Beach, AFI, Los Angeles and American Cinematheque.  In 2013, I appeared in the horror documentary "The Blackout Experiments" in Los Angeles and helped out with the filming of "James White" at my parents' apartment in New York City also in 2013.  In 2017, I filmed a short documentary about pet therapy titled "Dogs to the Rescue" which won three awards.  Since 2010, I have also volunteered as a poll worker in both primary and general elections here in Orange County.  I am also a member of Costa Mesa Democrats, the Newport Beach Women's Democratic Club, Democrats of Greater Irvine and the Democratic Club of West Orange County where I serve as secretary.  I have run for national convention delegate going back to when I lived in Arizona since 2000.  I ran in Arizona for Gore in 2000, Kerry in 2004 and Obama in 2008 where I tied for third place out of eight candidates.  I ran for delegate here in the 48th District for Obama in 2012 where I missed the cutoff by two votes and for Hillary in 2016 where I was fourth in line to be sent to the 2016 convention in Philadelphia except Hillary only won three delegates in our district.  I served as a precinct committeemember of the Maricopa County (Arizona) Democratic Party 2007-08 and as a central committee member for the Arizona Democratic Party in 2009 and an ADEM delegate for the California Democratic Party 2013-16 from the 74th Assembly District.  I was an appointed ADEM delegate on behalf of the Newport Beach Women’s Democratic Club in 2018.  Twice I ran for the Democratic Party of Orange County Central Committee in 2016 and 2020 from the 74th Assembly District.  I would bring diversity to the delegation as I am Eurasian.  My mother, Minh-Chau Le, was born in Hanoi, Vietnam.  I am also disabled.  Before moving to California, I graduated with a B.A. in Communications with a minor in History at Hunter College-CUNY in New York City in 1992.  With regard to the Biden campaign, I made my first $100 donation on December 3, 2019.  As of May 11, 2020, I have donated $415.
